Random TFOs not random?

So I click random because I enjoy all the different TFOs, but I only ever seem to get the same..4 or 5?
is this intended? A friend told me its not actually random, and more like "auto filling slots"
if this is so? can we make it actually random?

    That was my understanding of how the random TFOs worked as well. I'm not sure if you can make it 100% random though.

    It's random in that you don't get to pick.

    It's not random in that you are used to fill in incomplete TFOs that other people have chosen. They get only the regular TFO reward, you get that plus the random box.

    If no one has picked any specific TFOs then it does become truly random.

    Random just means you have zero say in what pops up... it could be the same que 5 times in a row, cause it is using the random folks to fill the ques that regular folks are choosing.

    If you're teamed as a group of 5 (when teaming works correctly), it will be random, otherwise it will auto-fill a queue which is currently waiting.

    Breaking the Planet and Big Dig were both 5-10 man.

    Sure there are some Fleet actions left that are 10+ I believe. But again, not part of teh random queue, and no one hardly doesn them any more.
