Steam isn't needed for STO, nor is it mandatory to have it. You're better off without it tbh. You can use Steam cards, but you get better bonuses through the official STO page.

You would first add funds to your Steam Wallet using the card. Once done, while running the game from Steam, just click on Buy Zen and it will pull up your Steam Wallet balance and let you buy using the Wallet.
If you can buy zen with it it can be used to make any monetary purchases. steam cards are purchased with currency so I do not see why you wouldn't be able to.

Steam and the Valve Corporation in general is just an awful awful awful service if anything goes wrong. I was wrongfully banned because of a single payment issue that was their fault, I lost access to my account and all my games. POOF, gone.
Customer service is no help, you never ever need to use Steam for STO.
I personally just use the Arc Client these days, it runs just as well as Steam did on my machine. Plus the monthly ZEN bonus is nice.

My experience with Steam has been very different from yours. I have used it for a dozen years or more with no problems. I am sorry you had trouble. Also, the Steam community allows you to look at tons of reviews by your fellow gamers, and there's a Steam forum for every game, in which useful information can often be found.
But if it comes right down to it, you don't really need either Steam or ARC, you can just launch the executable. Press Win-R and then the Browse button, navigate to the location of the executable, and click on it. From then on, just press Win-R and the path will already be there. If you've used Win-R to run something else since then, just press the down arrow on your keyboard until you see the STO line again.
Your own installation location will vary but mine is "C:\Games\Star Trek Online_en\Star Trek Online.exe". If you are having trouble finding the installation location, right-click your desktop shortcut for STO, and then press the R key (for properties) and you will see the location right at the top under the shortcut tab of the resulting popup menu.
Of course, if you're not good with file manipulation, and this all seems too complicated, I understand.

No, you cannot buy a LTS with Steam.
You can buy Zen through Steam, but the LTS isn't sold in the store for Zen. You need to buy that directly from Cryptic.

Arc absolutely does not grant you a monthly Zen Stipend, that's a perk for Lifetime Subscribers.. not from the Arc client.
Monthly sub also rewards the 500 zen.
