In trying to complete the Romulan Reinforcements Mission, the NPC Commander Rojal is Missing. The NPC does not appear to be where the mission say it should be.

This mission that rewards the Purple Exocomp Doff during the Junior Officer Weekends used to have three hand-in NPC's -- one at Starfleet Academy for Feds, One at Klingon Academy for KDF and one at New Romulus Command for Romulans.
However, the mission was changed to just the Fed/KDF versions and the Romulan NPC was removed permanently.
The Fed/KDF NPC's only appear during the Officer Weekends. Visit your faction's Academy to pick up and hand in the mission there rather than at New Romulus.
