Deep Space Mine

This might be a stupid question, but here goes: I have the Gamma Task Force Ordnance package (complete set) and I want to use Deep Space Mine, but when I click the button, nothing deploys. Do I need mines installed on the ship for this to be used??

    It's a weapons buff, so you activate it then fire your wide angle chroniton torpedo. The location you fire is where the mines will deploy. Also, I'll take this opportunity to say that when I hover my mouse over the deep space mine icon on the tray, my fps drops to nothing and basically freezes my pc.
