Cannot train a Boff Cryonic Pulse II

Like I said, I cannot train a Boff Cryonic Pulse II. I and III went well, but II is a no-go. I relogged, changed instances, etc, but it will simply not apply.

    Still not fixed with latest patch. :( Doesn't happen on all boffs, though: just this one I have (and even while I post this I know Cryptic is never going to fix this).
