When you craft an item, or you receive an item as a reward, that item has mods on it that alter it's performance.

Some examples of Mods that can be found on weapons are CrtD (This increases critical severity,) DmG (This increases overall damage,) ACC (Improves weapon accuracy,) etc.

For years, these mods were fixed and could not be changed. So for example, if you had a Beam that was a Phaser Beam Array Mk XII [CrtD][Dmg][ACC], those mods were permanent.

Re-Engineering allows you to re-roll those mods. So say in the above beam that what I wanted was a Phaser Beam Array Mk XII [CrtD]x3. I could now re-roll the [Dmg} and the [ACC] Mod to try and make them both into [CrtD] giving me 3 of those mods.

Bascially, re-engineering just lets you change mods on items to make them what you want.
    Insert witty signature line here.
