Romulan Engineer Shran Pilot escort build suggestions

Ok Im looking for some suggestions for this build. Something budgety but not super-high end. I don't have access to any reputations (Except Nukara but I don't want to use it). This build will be mainly for random TFOs to build reputation marks.

Forward weapons: 3 Plasma Dual beam bank VR, 1 Particle emission plasma torpedo E
Aft weapons: 1 Altamid plasma omni E, 1 plasma torpedo launcher VR

Deflector: Positron Deflector UR

Impulse: Combat Impulse Engines UR

Warp: Deuterium-Stabilized UR

Shields: Resilient UR

Devices: Beacon of Kahless, Temporal Negotiator

Engineering Consoles: 2x Neutronium Alloy VR, 1 Conductive RCS (RESA) UR

Science Consoles: 1 FG R, 1 FGVR, 1 Nukara Particle Accelerator (UR)

Tactical Consoles: 2x Plasma Infuser VR, 1 Plasma Infuser UR, 1 Ambiplasma Envelope VR

All current equipment is MK XII or better

Experimental Weapon: Hypercharged Field Projector

No Duty Officers yet, going to purchase those at a later date. The problem I'm running into is my shields seems to be made of paper. I was in a NWS and took some kind of shot from a Klingon ship, my shields and hull went from about 100 for both to about 8% hull. Should I go for one of the mission reward space sets? I've done a build with the Sol Defense set before.

My final build idea (once all my reps are T6) is to have Romulan plasma weapons in the front with the PEPT, Altamid Omni and Omega torpedo in the back. Using the Romulan Space reputation set and probably a Fleet Warp core. (Don't know if I should go Plasma-integrated or Deuterium-stabilized but thats a question for another day.)

Also Im having issues with uncommanded barrel-rolls, the pilot abilities seem to go off by themselves.

    You should probably be using some mission sets. There are plenty of solid sets for your shields/engines etc. if you check the wiki you can see a few. I don't know what your equipment does because you don't say, but chances are its not that good for you. Incontrovertible defenses or Quantum phase can give you some tougher shields via the set bonuses.

    I'm not sure why you want a torpedo in the back, but there isn't a great reason to do that on an escort.

    Romulan plasma is generally a terrible idea. It has 1 less modifier than many other weapons and the proc doesn't make up for it. The Romulan set is also one of the weaker ones, but if you are trying to use high yield plasma the 2 piece makes sense. I think its Terran reputation that gives a reputation trait that also makes the destructible torpedoes fly faster.

    It also helps to list your boff and skill loadout so people know what you're trying to do with the ship and where there may be holes or whatever.

    For the silly pilot rolls go into options and find where it says something about dodging on double tap. I think its under the controls tab. Turn that off and that will be fixed.

    I have an aft torpedo on practically all my builds just in case my torpedo spread is recharged or I'm out of position for a front end spread I can still hit them with a spread from behind. And most ships in Star Trek have aft torpedoes just in cannon.
    For this particular character I'm going themish, that's why I'm thinking Romulan Plasma. I had a build with this character with tetryons using the Crystalline Space set but I changed my mind and wanted to go with plasma. I'm not too concerned with equipment mods at the moment, this build I just for grinding marks in each reputation mostly through RTFOs.

    An aft torpedo makes sense on a cruiser where you're not likely to get into your frontal arc any time soon, but on a pilot escort? And you're running a conductive RCS on it too, so I don't quite see the need. Now to be fair, plasma has the problem of no set omni beam so you only get one, but a turret for now, and eventually a normal beam for a plasma set or the KCB are all probably better choices since they can add damage while you're facing forward.

    I get the thematic choice for Romulan Plasma, I did it too because I got plenty of them from leveling the rep, and just went with it for one character out of sheer laziness. Its not going to cripple you by any means, but you can do better because it is just sub par.
