Can't select BOFF stations

I can't select any BOFFs, and the entire tray doesn't even appear in space.
I logged in with an existing character on Tribble, this was not a fresh transfer.
I'll let this image demonstrate:
EDIT: Also, all the tray powers were reset, though that's more of an annoyance, since that happens on the daily anyway.

I see this was already reported... I didn't realize this was an older issue.
