Unless I'm mis-remembering the old episode we found that out years ago, at least Romulan captains did.
I thought the episode was very well done, especially the art and voice acting. As an engineer, I just created a mortar, turret and drones to keep the Elachi off my back. Science and tac captains could use their boffs for that.
I agree that the threat of destroying the multiverse was excessive, but that's canon so Crytpic is at the mercy of Discovery's writers there.
Turn one into a Manual. Keep doing that as long as you need them. Then you can add and level one up.

Actually, they are both from Voyager
Kobali Voyager Season 6 ' Ashes to Ashes'
Vaadwaur Voyager Season 6 ' Dragon's Teeth'
And the Elachi are seen in Enterprise Season 1 ' Silent Enemy' but they are never named in the episode.
I think STO writers gave them the name Elachi
As for 'Beneath thew Skin' , I liked it
Although, Stamets didn't as 'cocky' as he did in the Discovery.
