I was watching a clip on YouTube the one where Pike is in the turbo lift and his science office gets sneezed on. Right before they entered I saw a crewman in a wheelchair and I thought to myself this is interesting as I have never seen something like that in the show and what I mean that it wasn’t a main character. I as a disabled person was happy to see something like this.

On another note my suspicion of why Discovery hull number is 1031 was correct way back when I first saw it on the ship it was done for Halloween

Indeed. The old number convention was the first 2 digits denoted the 'class' and the second two denoted the order it came off the line. Considering there was only 2 of that class, the numbering is actually off.

In back in the orginal series that system wouldn't work as there was a connie with the number NCC-1071 (the Constellation IIRC), I think it's to assume that each class made is given a registry range they're on.

As for disabilities it wouldn't surprise me at all if starfleet used wheelchairs for people who either temporally or permanently so badly injured/disabled that can't walk but can perform their duties otherwise.

My Discovery Character's ship is the Discovery Constitution USS Constellation NCC-1017.

I noticed the wheelchair in the hallways as well. Even though I liked it I could not make that much sense of it. On the one hand I find it wonderful that the show displays such a level of integration on a military ship but on the other I’m supposed to believe we live in a utopian future world where such a handicap should not exist given medical progress.

I hope we meet the crewman in future seasons and get to hear his story like we did with Ariam.

The medical progress probably means that most people that are handicapped today would not be - but there are still injuries and diseases that even 23rd century science can't fix. (Just look at Pike's situation in The Menagerie.)

I believe we might actually see that crewman before in Magic to Make the Sanest Man Go Mad in Season 1, during the party.

Oh I can buy that for sure, if it gets explained you know.

Even in Pike’s case I would have wished for the injuries of his accident to be a bit more explained in Discovery.

In this case, hm. I mean we have the Discovery who just left earth again at the end of S1 and see somebody in a wheelchair besides a completely augmented human being like Ariam. Hard to believe that there was no, let’s say a bit of augmentation, available to enable that crewman to walk. It just came of as “hey we not only have a TRIBBLE couple and a character that weights a bit more than your average SciFi girl, we even have a crewman in a wheelchair!”

Whatever, perhaps we get more to see in S3. Really looking forward to it. :)

We learn a bit more about Airam's nature in S2, and I could see that not everyone would want to go through that experience. (Some speculate that Pike might have actually remembered Airam's experiences when considering his medical options.)
Maybe living in a wheelchair isn't so bad, if it doesn't require brain modifications to accept.

I could see it being a choice. I could see perhaps the Federation taking note of how Airiam's body was essentially hijacked by AI and put procedures like that on hold. Perhaps some people have drug allergies preventing some miracle drugs, like Kirk being allergic to Retinax 5, hence needing reading glasses for fine print. Or the damage is so bad that cybernetic augments wouldn't fix the damage (or at least not without turning the person to essentially into an android/gynoid copy of the orginal person).

Or it's simply temporary damage being healed and the person in an wheelchair until their legs are healed enough for them to walk again.

Or it could simply be personal prejudice. In Larry Niven's "Gil the ARM" stories the lead character, Gil Hamilton, lost his right arm in a mining accident in the asteroids, and returned to Earth to get a replacement arm from the UN organ banks (which in turn led to his joining the Amalgamated Regional Militia (ARM), the UN police force, in order to hunt down organleggers - he learned his arm had come from an organlegger's stash). He could have gotten a cybernetic replacement even in the Belt, but he was squeamish about such things. "Part robot, part man, and how do they themselves know where one ends and the other begins?"

On the other hand one of the murder suspects in the third story, "ARM", had a cybernetic replacement because he had issues with organ-bank transplants. "At least all of me is me, not part of some dead man."

So as you can see, personal prejudice could well explain why someone might opt for mechanical assistance or prosthetics, even when some form of "corrective surgery" is available.

Then again, the injury could also be something beyond the power of 23rd-century medicine to repair - Dr. Miranda Jones in TOS: "Is There In Truth No Beauty?" wore a prosthetic sensor net surrounding her entire body, disguised as a dress, because they couldn't treat her physical blindness, for instance. It's not beyond belief that the damage sustained by Pike in his accident was so severe that proper neurological connections of any prosthetics to his brain were impossible, and the crewman in question might be subject to a condition that in the 21st century might have rendered him completely paralyzed, or even dead, with two centuries of advancement ameliorating the condition to the point that he just needs his chair to get around.

Pike's problem was supposed to be that the radiation severely damaged his brainstem while leaving most of the rest of the brain intact. The chair provides all the autonomic functions that keep him alive but conscious movement without the brainstem would require all sorts of connections elsewhere on the brain and Starfleet Medical probably had no idea where to even start. They were able to connect the light and beeper up to somewhere else where he could switch it on and off for the simple code, perhaps by way of brainwave training like is done today with alpha wave detection switches.
