Can't claim summer event ship!!!

On August 2,2019 I had two characters fail to get the summer event ship. A Federation Science character's contributions stopped at 999/1000, then showed a balance of 41, which is not possible.
My second character a Dominion Engineering Officer, could not contribute the 1000 vouchers because nothing happened when I clicked on the contribute button. I created a help ticket 190803-000210 hoping to get help in claiming the two ships

    Only 1 character on an account can finish the project for the ship. Once that character has finished it, the ship unlocks for every character on the account, even future characters. Projects started by other characters on the account become invalid since the project is an account unlock. It's been like this for event ships for years now, you only need to run 1 character thru the event anymore to get the ship.
