On the launcher you should see a box that says Tribble. Click on that but beaware you must have enough HD space for another copy of the game. Once patched you need to copy over a character of yours to Tribble or start a new one.

They might have disabled access for non-sub players again.

It's not disabled,
1: they removed "Gold" Restrictions from tribble when they removed the monthly subscription, but they might disable it for silver players sometime but much rarely,
2: They might've disabled tribble for now since there's nothing to test, and dont come up with the excuse "i just wanna test builds and stuff" Cause that's not an okey reason honestly, if tribble is unavailable, they've disabled it for everyone since there's no testing needed as for now, so you'll have to wait
