Advanced Romulan Cloak Ambush Damage Bug

Something went wrong with this. My Advanced Romulan Cloak Ambush with a regular cloak was +40% damage because of my bridge officers. Now it's being listed as +25% which is wrong. I have not changed anything as far as my setup goes, so either the tooltip is wrong or something was bungled with cloaking or something was changed on purpose.

    Orginal Romulan Should be Have 40 % not 25 %
    Romulan Alien 25 %
    Reman 25 % okay
    But not Orginal ! Romulan !

    That can only be a bug !! or a Bad joke !
