I have the same issue. Tried restarting everything, same problem again. I'm stuck in a loading screen in whatever random PVE I got tossed.
It's happening for me on the load screens during map transfers to certain locations - fleet starbase, vulcan.
It'll show that files are patching, but just hang. One alt is trapped mid-transfer to Vulcan, like some crazy transporter malfunction. Other alts have reloaded back into the screen where they were before the attempted transfer.
Just loaded up the game update, have not played for a while load screen shows then it goes blank, and music starts playing in the background. Used the windows key on my keyboard, and a tab came up with something about some files not loading.
Disabling On Demand Patching is the first thing you should try, this usually works. As suggested above, a force verify is also a good idea if you're still having problems.
A lot of the map load errors have also been tied to graphics options like Lighting. If the problem still occurs, try setting all your graphics options to the absolute minimum and see if the zones load. If they do, then slowly re-enable your graphics one option at a time, testing the map after every one. Eventually, you should find the setting that's causing your issue.
I am not sure what's going on recently, but it seems quite a few players are having this issue. I keep seeing people in zone complaining about the same issues. Luckily, this has not happened to me yet, hopefully they're working on whatever is causing this.
Most likely this is an already resolved issue. Reports of this issue ended on the evening of May 26th.
My best guess is that one of the patch servers suffered some sort of fault, so that it'd sometimes work with on-demand patching, but once you hit that one server, it stalled out. They had a much more impactful problem like this where one of the patch servers was giving the wrong version of the files, where you had to reinstall or at least delete the affected .hogg until they came out with a better fix.

I ran into this issue a few years back and disabling on demand patching fixed it for me as well.
