Temporal Ambassador

Temporal Ambassador now has Elim Garak's visuals, but not Andrew Robinson voice. Just wondering when the Devs changed this.

    He was also added in Second Wave, and wherever he replaces Rugan Skyl, there are several issue regarding his character as the dialogues weren't changed, and Skyl was quite the racist, smug "diplomat" unlike post DS9-development Garak.
