Cannot reclaim Liberated Borg Klingon bridge officer

I bought this item from the Z-store Many years ago. On another Klingon character today i went to reclaim this item and it forced me to buy it again. I know this changed after season 5 that it is a one time buy. It was my understanding that if this item was bought prier to season 5 it can be reclaimed for other toons.

    It seems like a bug. Similar to those who are not able to reclaim the Polytrinic Horta that they got during an anniversary when it has already been claimed on the main character.
    Where there is a Will, there is a Way.
