Supply Woes

First off, I have finished "Circles Within Circles". I cannot get Koel to give me the "Supply Woes" mission. All he wants to talk about Omega Particles. How do I get K to give me the "Supply Woes" mission. I am in the Sphere near the supply depot right now.

    Have you tried hailing from the episode journal?

    You might check the logs, you might need to go talk to the supply people at that location to advance.

    It won't give it to me. Says Ep 3 is locked. Did I not do something to unlock "Supply Woes"???
