Can't Install on Fresh Windows 10 *Pro*

I used the old non-Arc installer.
It creates the initial folder and items.
The launcher tries to connect (1 time) but just ends without a popup notification.
The STO process still runs but no UI.
Killed the process and run the launcher as Admin and still same result, no UI and process still runs.
Compatibility ends with same result.
Turned off FW/AV with same result.
System restart does nothing.
*I've uninstalled/reinstalled multiple times at this point*

Same system, different HDD.
STO works fine on Win7 HDD.

Seems like something simple stops it.
Any help would be appreciated.

    This happens to me if I try to use the STO launcher that comes of the original DVD release from Atari, but through Steam it works great.

    I guess the problem comes from using the older launcher, try installing STO through Arc or Steam.

    I hope...HOPE...that isn't the fix I need.

    You can install through Arc, but then make a direct shortcut to your GameClient.exe (or something like that) file, and run the game without Arc. Works for me, also Win10, although Home edition.

    I've read that shortcut trick somewhere, but they also reference the old installer.
    Still feels like I'm going to /facepalm when I find out it's something so trivial.

    I don't think Home/Pro would be much of a factor.
    They can't be that different.
