I don't see this employed as often as I'd hope in the Azure Nebula Rescue TFO, but the quickest way to free the Romulan ships is to have one player distract the Tholians while another disables the tractor beams. The trick is remembering that the Tholians have F.A.W. (fire at will), so it can seem like they're attacking you but they're really still attacking someone else. Do it right, and you don't actually need to destroy any enemy ships.

Edit: Oh, so this is where I post this stuff.

^ This, along with keeping an eye on tractor beam completion. Needs to be hit four times for one player, two for two players, once (and perhaps one more) for three and four players respectively. You also might want to hold off engaging Tholian groupings that have Orb Weavers until the furthest one from you (if coming in on flank attack profile) is within 5Km as they tend not to engage their web generators at that close range. Control abilities (if available to you or your team mates) are your friend, as grouping them tight is preferable to trying either chase or BFAW spam them to death.
