From the Patch Notes for November 1st:
Missions handoffs for "Cold War," "Spectres," and "The Lost Dominion" now require level 65.
This makes very little sense.
- The "Spectres" finale includes a battle with B'vat, but he has already been defeated in the Klingon War storyline.
- Captain Shon has been seen in command of the USS Belfast in several missions yet suddenly is in command of the USS Enterprise-F when we reach Sphere of Influence.
The various hand-offs for these missions should be given just after the TFO hand-offs in their respective story arcs to preserve continuity.

I beg to differ. They just did not necessarily handle it right. I wonder if it is a temporary fix and will be looked at again in the future when those Klingon War episodes are returned to the Mission Journal. Cryptic does not work for CBS. A lot of people misunderstand their business relationship. There have always been problems with continuity in the Star Trek universe in the various series. This is not a Discovery issue. As for canon it is not a weapon and should not be spelled as such. Thanks.
During the Iconian War, available to play not long after level 50, the Iconians destroy the Preserver Archive on Lae'nas III but due to the way these mission hand-offs occur now, you don't 'discover' the Preserver Archive until level 65.
Really, these missions need to be put back to something similar to their original levels:
Spectres = Level 20+
Lost Dominion = Level 40+
Cold War = Level 50+
In fact, due to them containing major story content for the ongoing STO storyline, these arcs should just be restored to the main Mission Journal.
The whole revamp has created more mess than the supposed 'streamlining' was supposed to clear up.
It really wasn't needed.
I have not seen any real changes to the missions since the beginning of the month (that was the patch where they moved the 3 story arcs to Level 65). Let's hope they are working to straighten all this stuff up.

They locked all the old missions till after you finish the JHD Missions so you will be L65 then. Probably to prevent JHD from playing the old missions... they removed all the level requirements from all missions. My Reman toon was under L50 and skipped the suckie Rom missions, could do the Delta Quad missions etc... before they all use to be level locked.
