OK I know how to make them and also where to by them. I also know that some episodes give them. But I cant seem to get all of them. The (23c.) one's I assume has something to do with your temporal toon. but there are just some random manuals I cant find. Wiki is no help. Could you please post location and name if knowen of all manual sellers. all factions.

Those are selected on the bottom bar of the Skill Tree page. Float your cursor over every other dot on the bar. Those are BOFF Training Manuals that have to be Crafted. Look in your R&D tab under Officer Training School and check out which ones your captain can make.
Anyhoo...once those manuals are crafted....you can use them OR swap them to another character OR sell them on the Exchange. Which means: If there is a crafted type of Manual you want, and one of your characters can't craft it, you will have to deal with the Ferengis on the Exchange.
You can craft Specialization BOFF Manuals, also. Please check this section of the Wiki out.

You may be better off going in the game and browsing through the R&D Officer Training School on your characters to get an idea of what you have available to you.
P.S. check prices before crafting....it may just be cheaper buying it than crafting it.
