I am slowly leveling up a Romulan character. He’s mid-20 levels and compared to what I remember of leveling my Federation character it just seems easier. The out of the box capabilities of the Romulan ships just seem to be greater then their federation counterparts.
My questions:
1. Is it just me or are the Romulan faction generally > federation
2. At end game will I enjoy a Romulan federation allied character more then my level 65 Federation character?
Romulan Captains have access to BOffs with the Romulan Operative trait. Tovan Khev has the middle level of this trait which is available in a Superior form, which, according to old data, (which may or may no be obsolete, double-check, please,) stacks and gives a massive boost to critical hit chance and critical severity when you have multiple Romulan Operative BOffs seated. Plus, Tovan Khev comes with Torpedo Spread III and Canon Rapid Fire III, and is one of the best non-duff BOffs you can get for free.
The downside is that you have to play out Tovan Khev's story as the Romulan story arc, (which is not a bad story arc, or wasn't originally, I haven't played it since the makeover.)
For my money, the Mogai is the best Romulan Freebie ship. I cried when I found out it wasn't available as a science ship at T6.
Ever since Romulans got full access to most of the Allied Ships, honestly.. they're the best to play all around.
Even if you want to be a 'fed' you can just make a Romulan and play them as a regular Fed. You can fly a Fed Ship, hang out at Starfleet Academy/ESD.. you can probably even wear a Federation Uniform.
You do all this while having access to superior bridge officers, being able to get lock box consoles like the Dynamic Power Re-distributor for peanuts compared to what Feds pay, they truly have a lot of advantages.
The only potential drawback is if you enjoy flying Romulans Ships. The last few ship packs have not included a Romulan variant. They have said that they are not discontinuing Romulan Ships, but the evidence is contrary to that statement so far.
It's not a huge downside, there are already very good Romulan ships that are already available, it's just something to consider if you like getting new ships. Even in that case though, you can still use the new Fed/KDF ships depending on your allegiance.

Honestly, the only opinion that matters here is yours. It's about nothing but what is the most fun for you.. what someone else has fun doing might be different.
Some people prefer to be a traditional Starfleet Officer. It's what they know from TV and Movies and it's what they came here to play. For others, they're attracted to the option of being a fierce Klingon Warrior.. also cool. Sounds like Romulan is the path for you, that's also cool.
I have a Rom-Fed Engineer and I agree, it's a fun build. She had a really easy time leveling up and even though I haven't kept her updated with the 'best of the best' gear, she's still capable of handling Elite content. She doesn't do the damage my Rom-Tactical does, but she's really tough.
Romulans are awesome. We have some of the best looking ships (okay my opinion) and some of the most powerful ones as well (factual). The T3 Valdore c-store ship is so good you can use it until level 50 with ease...until you get the morrigu...and you can really wreck things. The T3 ship also comes with a SUPER good rommy only console. The 2 piece bonus with the morrigu console is also really good. Okay so I really like the Mogai line of ships...but seriously, a lot of the rommy ships are beasts. The Malem with the red ball of doom console is so much fun. Their dreads are all murder boats. Science boats that can cloak, drop a mega well and teleport away. Oh the fun you can have. There are many mechanical reasons to use Romulans. But really...the main thing is are you having fun being OP? Because if you are, come join us.

Romulans have a slight disadvantage though for players who like to stick with warbirds due to the singularity core requirement.
Dominion characters alongside their fed/kdf allies cannot obtain Dewan plasma, caustic plasma or disrupting photon torps.
Cryptic: please add a cross-faction unlock for the andorian, dewan and lethean weapons.

I love playing romulans the only issue I have is that that the liberated borg romulan doesn't have access to the same traits and misses out on the stealth traits for cloaking.
If you have only one character, you'll get the most out of this game by playing a Fed-aligned Romulan. That said, you should have more than one character.
The main differences now between a regular FED and ROM-FED are the following.
- FED -
1: FEDs have access to all FED ships and no Romulan ships.
2: FEDs have limited access to Romulan SRO boffs. Only tactical ones from the Fleet Embassy.
- ROM -
1: ROMs have access to nearly all FED ships with a few exceptions being "FED only" lock box, lobi, promo and the promo Command T6 Sovereign.
2: ROMs have a full access to Romulan bridge offers including obviously SROs of all types. Tactical, Engineering and Science.
3: Since Romulans have access to ALL ROM ships and 99% of FED ships, they are now the clear cut best race for admiralty based alts.
With all that said, you can enjoy the game perfectly fine playing either faction. And honestly, why would you not play both? Playing all factions will give you the most complete view of the game and the most fun.

Space warfare specialist isn't a very good trait. It's better than no space trait but it's outclassed by SROs, Vanguards and even Pirates. That's why nobody mentions it.

For starters, Kentari boffs don't stack (learned that the hard way, LOL). And I use them on my Fed Engi and Jem Tact; but nothing beats an SRO, really.

Well, I didn't know that they don't stack, thanks for that info - But what I was getting at, is that Roms have the ability to stack stupidly high amounts of CritH/D so you "could" afford to have at least one or even two other BoFF's slotted without seriously hurting your potential, unless you are super committed to getting every bit of DPS possible.

The 'all SRO' crew is really only necessary if you're trying to get every last possible point. Nothing says you can't mix it up a little.
As I recall and unless I am mistaken: if you are a Romulan/KDF allied, your Romulan toon can also fly certain KDF C-Store ships. Has this also changed?

That is true for both Fed and KDF allied Romulans, yes.
You used to only be able to use Tier 1-4 ships of your allied faction, now you can use almost all of them up through T6.

Like ruin said there are plenty of advantages to making them over a Fed Fed.
