Fire At Will III: hidden from most players, new and old

Do you realize Fire At Will III is very difficult to obtain even for experienced players? The only way to obtain Fire-At-Will III without shelling out a lot of EC (energy credits) is start a tactical Captain and level it high enough to craft Fire-At -Will III. Crafting it requires spending dilithium, which means you're almost better off spending EC.

That's a lot of time and dilithium for one ability.

    That's pretty much the point.
    The entire idea is that certain powers are supposed to be exclusively produced by players. Either by making yourself or buying from other players and driving the EC economy.
