Yesterdays War (and other matters)

Has the level or parameters changed for this quest line ?, according to the Wiki it should start at lvl 20, but I'm 21 and still nothing ?. Also on related matters the Miral Paris quest line seems to have completely vanished ?. I might have missed some patch note somewhere but any help would be great, thanks in advance.
