  I had the same thing. Warped in, briefing ended, yet I couldn't move at all. My pets didn't launch either. So I just watched how entity went down and I got my very first CCA afk penalty in my life.

  It happened in a Borg red alert to me. After zoning in (which took longer as usual) I couldn´t move and got a penalty as well.

  This is a thing from even before crystaline event.. I got it a couple of times on ISA and and a other PVE (not sure which one it was) as well. Couldn't do anything, weapons and abbilities not working. Reported it a couple of times, no fix until now.
  
  For one of the PVEs I could move after a while, ISA I just had to wait until the PVE was completed. And yes, that got me a AFK penalty as well.
