Everybody who knows the show / movies, knows that Quantum Torpedoes are newer technology also puck more of a punch than Photons. However in STO Photon Projectiles are the none + ultra. You have alot of options to push photons to really high dps while I'm missing the options for Quantum Projectiles.
What's your opinion? What do you use?

Quantum because the Quantum mines are far better then Photon mines. When it comes to torpedoes it comes down to preference. I am not sure what you mean by Quantum are missing options they have lots of good options from wide angle, Delphic, Neutronic, Advanced Radiant and more.
Not a torpedo weapon slot by itself, but a console for the T6 Defiant & Kor. Quantum Warhead Module Universal Console. This console also provides a generic torpedo damage buff.
Can't forget Quantum Phase Torpedo, especially since it's a free mission reward weapon.
If all you're worried about is Torpedo Boating, then you can mix and match to your content. But once you start mixing Mines & Torps, then things need to get more specific. +torpedo, +mine won't benefit the other. I've been toying around with Photon Hybrid on one boat, but I don't have good gear on it. Using Bio-Molecular Photon with HYT and Bio-Molecular Mines with [Radius] mods on them, dropped via Mine Dispersal Pattern Beta.

Quantum for budget builds, Biomolecular and Gravimetric for fun. Especially on the HEC.
This program, though reasonably normal at times, seems to have a strong affinity to classes belonging to the Cat 2.0 program. Questerius 2.7 will break down on occasion, resulting in garbage and nonsense messages whenever it occurs. Usually a hard reboot or pulling the plug solves the problem when that happens.

Gravimetric for Megawell builds as well. Who doesn't want to throw Mini Grav Wells into a Gravity Well?
I miss the spin cycle that caused though. I would LMAO every time I see a mass of ships caught in a gravity well spin around because of the mini wells.
I have a dedicated torpboat build for every type of torpedo with loaded sets and maxed out quality...etc. For me, photon rules. But the gravimetric is the lynchpin. Without that, it can’t compete nearly as well. Quantum, a close second, though on unshielded targets it might edge out photon. Transphasics for a very viable third in many cases.
Plasma is a different beast altogether. Those, loaded with mines is an insane, slow war of attrition.
mostly Quantum or Kelvin Photon, however my romulan char is using plasma and disrupting photon, my KDF gorn is using the lukari photon torp which is pretty good, sadly transphasic and tri-cobalt are the most neglected torp types in the game.

Since the new level cap Transphasic is a complete waste of time. I used to use a Transphasic boat but the damage has not scaled over the years to match the other weapons. My Transphasic do less damage though shields then my Quantum, take x3 longer to take down shields and do x3 less damage to hull. There is just no point in Transphasic unless you are building a themed build.

For my first venture into kinetic builds I selected photons as starting point. Much like with Disruptor on energy builds we have some great photon related sets available. I’m no way near an expert on kinetics, have yet to earn much practice to fly them but already managed a few Diamond DPS (160k+) runs in ISA without any particular team support. I’m still 90k away from some of my energy builds but have more than enough to play along.
This is my current build which will likely to remain a work in progress for some time:
On a positive note I only find ISA a bit harder to get good results while in CCA have yet to get anything other than 1st place when taking this build. Due to the mass of unshielded infrastructure KASA is also most fun to blast through with kinetics for me at the moment.

While my personal favourite torp belongs into the plasma category (Particle Emission Plasma Torpedo) and there are absolutely amazing Quantum Torpedoes out there, nothing so far beats the selection photons offer.
Gravimetric, Terran, Advanced Piezo, Enhanced Biomolecular - all photons and all exceptionally great.
Any of the listed torps, depending on build. On EPG it's PEP & Gravimetric, sometimes paired with a few others for set bonuses. Also make use of energy torps AP & disruptor, sadly no plasma since that's lobi.
I have a vanilla epic photon torp which I'd put on the defiant because canon.
Otherwise, it's usually all cannons & turrets, or beams, or mixes of the two.

I only have the Nausicaan disruptor torpedo with the full set for my disruptor build on my main toon, I used to use a plain quantum torpedo with my previous antiproton weapon set which I gave to my Cardassian toon. I also last used a crystalline antiproton torpedo on my previous antiporoton build.

Its amazing on a ship with access to con firepower. In that kind of setup it’s the single most powerful torpedo against a single target that I am aware off. I cannot think of a better torpedo for use with high yield spam.
Most times quantum, but that mirror phaser torpedo launcher is damn good also. Now I can run my phaser beam escort to the hilt AND have a phaser torp launcher?! SCORE.

For me, it depends on what I am going for. I had a listing of what torps are best for specific scenarios, such as:
Max-1 hits
Target Debuffing
Best Damage per Volley with fastest reload time
EPG augmented torps
DrainX augmented torps
The Obfuscated set boosts Quantums, and I like it for my Quantum build (even though I am not using any mine-enhancing abilities). There's more options to boost Photons than Quantums, but that doesn't mean that Quantums don't have the oomph needed to take out targets quickly (especially medium-to-large targets and move on to the next target quickly).
Of course, the Special torps beat out the regular/crafted torps (excluding the PEP) in every category except for Max-1 (Crafted TriCobalt competes, but still has archaic restrictions imposed on it).
Load the right torps for the right encounters/roles, and you'll be satisfied with the results.
