As a general rule, ships created for other games are permanently off-limits. Cryptic would likely have to pay to use them in STO, THEN build them. It's quicker and easier to simply make new stuff.

Irrelevant. The Dev's position on ships is an FCT subject, as you've been told numerous times. Those in the original posts are too close to designs already in-game (especially that Dawnstar, which is almost identical to the T6 Guardian Class), and your current requests have been brought up before.....numerous times. This is not an original idea OP. The Dev's have also stated that they are focused on ORIGINAL designs now, and not really revisiting current or old designs. Any that they do are done in their spare time, such as the re-skin of the Excelsior.

The Norway Class was integrated into the Akira line of ships in STO. Although you can create an exact replica, you can make a similar model.....and it's also in the Shipyards description, just go check the Fleet Akira.
The Norway Class is not ingame. Claiming the Oslo is the Norway just because it looks kinda like it is as good as saying they don't need to add the Ambassador (hypothetical obviously as it is ingame) as the Galaxy looks close enough.

Obviously some parts are slightly different, but the basic silhouette and component layout is almost identical. It looks like something a modder would make to 'modernize' the outdated A2 original.
