That doesn't make sense, unless you're talking about space. Last I looked, ground mob groups didn't change in size with multiple players in the mission, because additional PCs replace the team leader's away team boffs.

Trust me, you get more enemies with 5 than if alone, absolutely. The scaling in space is very obvious but it also occurs on the ground. This is a real pain if wanting to use a single actor from the group. I used to think it was limited to Captain 03, but the above trick uses ensigns only dogs and still on a full team another dog spawns behind us.
No, Starswordc is correct. On the ground, enemy groups will have a consistent number regardless of team size, since there will always be 5 officers on your team (1 PC+4 BOs or 5 PCs). It's in space where you can have between one and five player ships that enemy group sizes scale with team size.
Some mob groups types summon additional enemies regardless of difficulty cardassian captain type mobs for example, but this is the first time I've heard of additional mobs enough spawned as a form of scaling on ground.
mattjohnsonva is correct. I've found this out for my self in my first foundry mission, by myself its fine but when I team up with 2 or more people i get 1 extra actor who appears despite only 1 in the group being on the playable area of the map.
