FED aligned ROMs can't change their FED ship registries

What the title says.
Checked on multiple toons, but my characters who are Romulans (aligned with the Federation) can roll Federation ships but cannot alter the registries of those ships.
It doesn't give the option at all. Just a place to change the ship's name.
