We use ours to store extra gear to help outfit fleetmates if they are struggling. Its also stocked with extra crafting mats and a large supply of regenerators and components.
Fleet banks have always bothered me and seemed useless for fleets. I was wondering if there are any creative ways other fleet owners have used them.
Useless?? Not by a long shot! They're great for storing and providing gear and items for members of the fleet. I have one Bank locked off for Prizes for when I do giveaways and the EC bank is useful for daily stipends and emergency EC.

We have a bunch of equipment in ours, but no one really uses it. There's just so much free equipment that can be obtained through episodes. Better stuff than what is in the bank.

Let me ask this, do you allow everyone to take the equipment (with restrictions by rank of course) or do you require members to request items and then send it to them?
I cannot speak for everyone, but unless it's something specific(which I always make clear in a fleet mail why that specific item is off limits), I let people take from the fleet how they want or need to. To me, the fleet is there for the people, not necessarily the leader. But that's how I run my fleet. Providing for the lower ranks. The only real thing that the lower ranks aren't allowed to do, is clean out the EC section in one go. As I made clear that what's put in, is set aside for fleet holding projects.
Although I am a Fleet owner, it's a solo Fleet just for storage, however I will speak of the Fleet(s) most of my toons are in, the one in my siggy.
Tabs for gear, free for the taking for anyone that needs it, a tab or two to store prizes for the regular giveaways, and even a tab for a Fleet Shop, where items are actually purchased from the Fleet (at a substantial discount over current exchange prices).
Although a lot of Fleet banks get filled with a motley assortment of gear from drops, most of which no one wants, ours has a significant amount of really nice stuff, from crafted gear with great mods, to good lockbox stuff that someone got, didn't need, and donated instead of putting on the exchange. A lot of really nice VR gear at lower MK levels, actually very helpful for new(er) players instead of the usual mass of MK XII gear found in most Fleet banks, which is only useable by high level toons, who likely already have something better already. We even had one, or maybe more, player drop some VR MK II gear in there with upgrades already on them. Although I usually put them in the exchange as I need the EC, I've dropped crafted gear with great mods in there a few times when I've ended up getting lucky and crafting more than I needed.
IMHO Fleet banks are as useful as the management of them allows them to be, and as useful as the players who donate to them are willing to be generous.
Of course, the Fleet I'm in, I believe, is one of the oldest, still active, Fleets in the game, with several members who pretty much already have everything excepting the very newest stuff and so are quite happy to give stuff away to a fleet mate instead of putting it on the exchange.
The purpose of fleet banks is fairly obvious. It's there for fleet members to share items and/or stockpile things that can be used for fleet leveling. With commodities being removed from fleet leveling, the second purpose of fleet banks has mostly been eliminated. Therefore, the first purpose remains.

Pretty much what everyone else here has said. For instance, we use one bit just for the assorted lock boxes we've acquired over the years, as well as the odd bits of equipment we find and/or craft.

I can't take credit for it, it wasn't my idea. I had no clue about anything like that till I joined UFP a year or so ago, and based on posts, they have been running a Fleet bank since at least 2013, before I even started playing this game. I really don't know who should get credit for the idea, but it ain't me.
The fleet bank is far from useless - you've got 7 tabs that you can label any way you want, to encourage people to donate different types of items, and you can lock tabs so that people can only deposit good items for fleet prizes and such.
However, it requires a lot of maintenance from fleet leaders. Fleets that know what they're doing are going to want to keep tabs from filling up with useless items that are never withdrawn. In my fleet we have a policy of no white or green quality items in the bank.
It's something that has to evolve with the game. We've thought of changing our tabs to Salvage to go with the salvage mechanic, for example. Most of what goes in there is space garbage anyway.
I just feel that our members don't get the most out of it. If anyone is curious, this is our current bank structure & rules https://armada.stoacademy.com/rules#fleetbank which is pretty standard based on what all of you have shared. Although we are discussing changes.
