Officer exchange

I cannot claim my KDF officer from Jiro Sugihara in ESD.
The entire store is greyed out and I am at tier 4 diplomacy level.
I have the mission "officer exchange" in the log.
Do I need to delete one of my boffs? It is too risky to try and find out, so just wanted to make sure by asking here.

    Well you do have to have an empty BOff slot as I recall.​​

    you sure you have not claimed one before? do you have an open boff slot? did you claim the orion sci bridge officer that was given away? I assume that counts.

    Got it to work. I deleted a boff in the candidate roster and now I can claim one.

    deleted or turned to a manual? I always go for the second, simply because dismissing them gives nothing.
