How come I only have two characters? I made a TOS guy and a Klingon, but when I make any others, it always stops responding either at the end of the beginning video, or when I try to skip it. Then, when the guy IS made, the SAME EXACT VIDEO PLAYS over and over and over.... AGAIN! It always stops responding. Could an owner of ARC come and I give him my E-mail and game password? Then they can create my character no problem. I want a human future Starfleet male and a Romulan male. P.S. make sure you get past the video, like, 1 or 2 minutes AFTER please.

I personally prefer using Steam for installing myself ; just like most of the playerbase, i reckon.
Also, never, NEVER share your game ID and password with anyone. That's the shortest way to losing your account or worse.
I use the application file located in the install folder (DL'ed from arc). That let's you run the launcher direct, no need to run either Steam or Arc.
To create your own mission, click the "create content" button in the character selection screen (if it's greyed out, then we're simply in maintenance downtime.) You'll be asked to create a test character and spend a little bit of dilithium to buy mission creation slots (keeps new character bots from nuking the servers). From there, create a mission project and start working. Making a mission is a technical process, so be prepared to invest time, learn the software, and work around what bugs there might be (there's a few to consider.) Head on over to the Foundry forums on this site if/when you need help.

You can install using Steam or Arc, even if you don't want to use those clients. You can just use them to install the game and then just run the .exe in the install folder to run the game without Arc/Steam. Alternatively, you can use the Stand Alone installer that you will find here.
As for the OP's problem, you can fix corrupted files without re-downloading the entire game. From your launcher, click on Options up at the top and click the 'Force Verify' box in the options. This will have STO scan all your files and determine if any are corrupt. This option will allow you to re-download only the files that are corrupted without having to re-install the entire game.

You can create your own missions using the Foundry, which is accessible via the "create content" button at the top of the character selection window, like duncanidaho11 said above.
