You mean very rare, it's not part of the Rare token purchasing list. It's only part of the Very Rare purchasing list, along with the Crystalline Energy Torpedo, and Zephram Cochrane's Shotgun.

Been playing since January 2014... never read anything about a promise to add the RMC battery to the C-Store.
As others have mentioned, you can obtain a RMC from a Phoenix Prize Pack fairly easily since all you need is a Very Rare Phoenix token. It's the Ultra Rare and Epic tokens that are very difficult to obtain. You will have to wait for the next "Phoenix Event" to purchase the Packs using refined Dilithium; 4,500 Dil for one pack / 40k Dil for 10 packs.
in fact I imagine there are players out there who are pissed that the RMC was available at all to the genreal pop, just like the Playable Borg and TOS Connie beginner ship. those were all special release depending on where you bought STO. the TOS Connie was a gamestop version RMC was another vendor, Amazon IIRC, there was yet another special for wally world.

RMC was pretty neat back in the day. It has since been left behind by newer stuff introduced into the game which has a similar function but at a much improved level. It is nice and it is useful for some things. But I no longer use the four I have because there are better devices which are easier to acquire.

Agreed. All my characters have one, but I hardly ever use it. It can be good in a pinch, but it's hardly a necessity for any class or build.
I got my first RMC from that livestream smirk did. I now have it on all characters thanks to Phoenix, I like it, and for me its much easier to get than a console from a c-store ship for example.
Same here, I got mine from a giveaway promotion where I actually got one of the codes. Back then it was a big deal, now.. definitely not so much.

edit: it's very rare which isn't a problem to get... you should get at least 1 out of a ten pack.
Can you post a link to this promise? Regardless, as mentioned it's in the Phoenix Pack, and VR tokens are very easy to get.

Because there's no ship to obtain via the very rare token, they are actually fairly common.
