KDF Talaxian character unable to "Deliver Prototype Turret Plans"

There is a series of duty officer assignments to obtain prototype turret plans for a space device in various flavors, such as antiproton beams, plasma torpedo, etc., then either construct the space devices using the plans in your ship's engineering section, or "Deliver Prototype Heavy X Turret." However, my KDF Talaxian cannot find the duty officer assignment to Deliver Prototype Heavy X Turret. These assignments award Marauding duty officer commendation XP.

1. I have checked many different sectors of space, although these assignments are not usually difficult to find on my other KDF characters.
2. I have the required items in my regular inventory, not just the bank, and none are in the overflow bag. Usually the assignment is still visible, even when the player does not have the required items.

Upon further review, a character must complete a preceding duty officer assignment (Secure Prototype Plans) before unlocking the assignment mentioned above. I transferred the items through the account bank, which does not open up the desired assignment. Consider the "bug" report closed.
