Cannot slot new Bajor Defense Covariant Shield Array

I made a new toon on STO, leveled him to lvl 13 and then did the new mission Scylla & Charybdis. At the end, I chose the new Bajor Defense Covariant Shield Array.
However, I simply cannot make it slot inside my ship:
- If the slot is free, and I drop it on the slot, it just does nothing
- If I right click and select "Equip", it does nothing either
- If I already have a shield in place, it does go to "Visuals", but not in the real slot...
- The shield slots with zero problem on my lvl 60 character
I am the required level (13), I did the mission, I got the shield (it is mk IV). Is there something I'm missing that I need to do to be able to use this shield? I don't think so, therefore I believe this is a bug.
Of course I wish this could be fixed soon since my character is going to evolve fast and this shield would have been very useful, but any help at all will be a lot.
