You can get the mission to become available by checking Incoming Hails under the Missions tab. The hail comes from Daniels. Once it's available, you should be able to skip it or play it.

in the missions tab where it sqays episodes you can haor but skip is greyed out, not sure why only that one is
Don't quote me on this, but I believe some missions simply aren't skipable.
ive done most missions before core of master came out on another character so first time going through it and thought was wierd. I dont recall any others being that way

The missions in the Yesterday's War story arc are mandatory missions. For example, missions in the Breen Invasion story arc are locked until you play Vorgon Conclusions from Yesterday's War.
Perhaps when the Yesterday's War missions are two years old Cryptic will update them to no longer be mandatory. That should July 2nd this year.
Right now, Core of the Matter and Vorgon Conclusions are unskippable. As are the first missions in each story arc (except the Breen, I was able to skip that one and go all the way to Cold Storage after doing Vorgon Conclusions).
After getting my Breen BOFF, I am going back and doing those skipped missions.
Now a LTS and loving it.
Just because you spend money on this game, it does not entitle you to be a jerk if things don't go your way.
I have come to the conclusion that I have a memory like Etch-A-Sketch. I shake my head and forget everything.
