They go for more than a key for a number of reasons. One reasons is that the promotional packs are only around for a limited time so they are typically in high demand. They also guarantee a haul of either 10 lobi per pack, or a ship choice pack of many of the high EC ships in game. Even after the promotion has ended these packs still keep their promotional status and can drop the 10 lobi or the ship pack. This is why they hold value like they do is they have the potential to drop a ship that can run well over 1b ec in cost.

At 275 zen these doff packs seem to be a better store of currency than master keys. Why?

Seriously if your talking about the promo packs its because they are the promo packs. Limited time can't buy them again for a few months likely.
