My Romulan can't access any chapter from "In Shadows"

This is the second time this has happened.
I made a new Romulan federation female named Natasha and the game will not prompt her to do the next mission of the Roman Campaign. I’ve completed the “Allies" chapter, but the game will not allow me to play the “In Shadows” chapter.
Since she can not do any missions from "In Shadows", she does not have access to the other chapters like Yesterday's War, Wasteland, Vengeance etc..
I hope this issue can be dealt with.
