How do you move a duty officer from reserve to active?

  In the active roster panel (space or ground) , to your left, is the list of DOFFs and what they do, below that list there is a button, or just double click on one.

  So... no button and double clicked on the reservist. Both right and left click. No joy. I'm Fed and the Doff is Romulan. Is that an issue?

  Yes that's an issue if it's a Romulan faction doff and not just a Federation doff that happens to be Romulan.

  That is an issue. If i remember correctly you should look for border colors on their image. Left bottom corner is rarity, top right corner is faction (there should also be miniature symbol for faction in the corner): blue for Federation / red for KDF / green for Romulan Republic.
  Only Romulan can use DOFFs from other faction (and only from the allied faction).
