I just replayed the mission and noticed where Sela asks Data to tell her about her mother has been cut? Anyone think Data will show up at some point

That will be hard to say and might all come down to contract negotiations with the actor and the cost to get him to voice Data.

This is pure speculation, but is it possible it's the result of a likeness rights dispute? I mean, the camera angles in that scene were clearly mean to obscure Data's face; I always thought that, unless someone was very familiar with TNG, there was a good chance they'd miss the fact that it's Data in Sela's cell. Still, the connection is obvious, and where Spiner appears to have an interest in distancing himself from the role, it may be that the scene was removed as a courtesy after a request from Spiner. If I had to guess, he was approached to reprise the role for STO, declined, and on learning what made it into the game, asked that it not be there.
