I've run into a mission with a Klingon ship I can't beat. Where can I ask for help with this mission? I tried the local channel and was either not heard or ignored. Suggestions please.

Guess you're pretty new because that shouldn't be a roadblock under "normal" cirumstances.
In general: set your weapon power to max, your weapons on autofire and pop a heal when necessary.

Do you have a phaser dual beam or single beam that you can put in place of the dual cannons? Your beam powers have no effect on it. Even a white beam from Earth Spacedock vendor will be better.
How are you dying? You might need science to be polarize hull, hazard emitters or science team. Engineering a second defensive buff.
I think a big problem here is that you don't have any hull heals. I think you would be better served by training your science BOff in Science Team II and either Polarize Hull 1 or Hazard Emitters 1, and replacing Emergency Power to Weapons II with Engineering Team II. That should make it feel like you're flying a ship with a hull stronger than tissue paper
