Beyond the Nexus is the only mission in its respective story arc to provide rewards at a scaling cap of XII, all the other missions rewards are at XI.

As I said. This is a display error. The quest rewards say "Gear Mk XI." But it should still reward Mk XII. This also happen on upgrade. Up in the Mk XI to Mk XIV range. I noticed it, looking at the piece I want to upgrade, and the stats of what it says its upgrading to(don't pay any attention to the mods here, that still on the RNG.)
Check the Jem'Hadar Ground Equipment, the Harg'peng, etc. Remember there was a 150 Lobi purchase that would take the Mk XI Jem'Hadar Ground Set, including the Rare level Auto Rifle and upgrade it all to Mk XII VR, and give an Outfit unlock.
After they introduced Upgrade 2.0 they dropped that item and just left the Outfit at a 200 Lobi higher price.
Hmm, now that you mention it, I *do* remember the Jem MK XI set. Pretty sure more recent items drop as Mk XII, right?
I think they changed it with Sphere of Influence. Anything before that that had gear with a mark would give you an item with an appropriate mark for the level that you were when you did it, but capped at Mk XI, but from Sphere of Influence on, that mark started capping at XII, with just a very few exceptions where it would even award Mk XIII, but I think that those were bugged, and got changed to Mk XII.
This is an MMO, not a Star Trek episode simulator. That would make for a terrible game.
You can get the Vaadwaur Cluster Torpedo at VR Mk XIII and the rest of the Delta Arc rewards also at Mk XIII VR. But that is only on first time acquisition. After that it drops to Mk XII Rare. This is as a Level 60 (so I assume 56+). 'Dust to Dust' not included at Mk XIII, only XII max.
The problem with this is that when first released, things like the Vaadwaur Cluster Torpedo were Mk XIII Rare. A few months after release they changed it to Mk XIII VR. But if you ran it when it first came out you could never get the Mk XIII VR on a replay (only XII Rare) and they did not automatically upgrade those old Rare to VR.
I verified this by checking out Delta Missions by Hailing ones I had not yet run on a Character. The Mk XIII VR is shown in the Mission Journal and is confirmed on STOWiki. Cardassian equipment in the Journal, again on the same Character, for Missions not yet run show as Mk XI.

Console is just...dead....at end game now. The last content we got was the Martok mission, and since then, its been dead. In the time since that dropped, I have had time to fully level (including all story quests) two toons, and get their reps nearly completed. One of the toons already has the ideal gear she needs for ship and ground, and is just rounding out the last couple of reps.
And meanwhile, on console, we have even yet to get any of this content. People are beginning to wonder if we will see it now before Xmas, and the console game is losing players at a rate of knots. Well, I see from the patch notes, that console is up to Brushfire. Which means you are waiting on the Season 13.5 update. So it looks like you're roughly a month, maybe two behind PC. Looking at that.
Console Week 2 of Brushfire happened at the same time as PC's Week 1 of Beyond the Nexus. So I'd guess later on this month, or beginning of next month, you should be getting the 13.5 update.

Ordinary Ocampa tend to live nine year, but some that left their homeworld lived to see 20 years. All of that said, and time travel not with standing, Graduation Day (2409) through Midnight (2410) was said to be just under one and a half years.
Unless that Opampa was 7 or 8 on our Captain's Graduation Day, no worries.
So, the point being unless already 7 or 8 when first assigned there isn't a problem. One and a half or two years, so a six month difference. Assuming assignment at 4 or 5, would at the outside be 7, so two more years In-game. How long did it take us to get through two years in this game? Six to seven years. So another six or seven years of game updates before the Ocampan would be 9.
We ain't going to be around another six or seven years.
