I had the ship out last night to run the Tzen'kethi Red Alert and the FE. They didn't seem to do much but I don't parse. Didn't they, in that patch, make some changes to those Dyson Rep Consoles? Maybe they inadvertently did something to the Proton buff that those Consoles provide.

From yesterday's Patch notes:
Protonic Energy Stabilizer Module
The chance to activate has been doubled to 20%.
The damage dealt now scales with damage bonuses.
The damage is now dealt as a DoT over 5 seconds, and only has 50% shield penetration
The base amount of damage has been significantly decreased.

Which shouldn't have anything to do with the Proton Charge Launcher, hence the stealth nerf call. Haven't looked at mine, don't remember what the exact damage was before patch anyways, but it is, or at least was, my favorite heavy/experimental weapon.
OK, I see the problem now on Tribble. It's not that the weapon has been nerfed, it's just that it doesn't do any damage to enemies. I tried to fight a enemy from the first part of Temporal Reckoning with nothing but this weapon firing and it did absolutely nothing to it, not even shield damage. The FX also, more often than not, misses the target and even when it seems to connect, nothing happens.

So definitely a bug.
Thank you for your testing, Sauria. Let's hope it's just a bug, indeed.
On a more serious note, is this going to be fixed?! It's really outrageous if the nerf was intended. I paid good money to get the ship (primarily for the Heavy Weapon) and for upgrading it to Epic.

Yeah, they totally intended to make the weapon do absolutely no damage whatsoever for nerf purposes... Next time, they'll totally intend making the game crash every time you beam to your ship, because ships needed a nerf that bad.
Please stop seeing nerfs everywhere, especially when it's obviously not the case.

Your sarcasm despite, the nerf may have well been intended (and have simply hit the proton HW in an unexpected manner). So far I haven't even seen Cryptic acknowledge the effect, let alone a statement that it will be fixed.

Just because a bug isn't acknowledged on forums doesn't mean they're not gonna fix it, especially when it's clearly broken, nerfed ability or not.

Usually they're quick to react when something is clearly broken. And it's not like Cryptic hasn't nerfed things into oblivion before. But, FTR, I hope you're right.

Cryptic representatives rarely post "we recognize the issue; fix is in the works" posts on this part of the forums.
First, check Reddit. That is where those posts generally drop. It was the first place I looked for an answer to the "gigantical Tzenkethi escort" bug. That is where I found an actual response from a Cryptic employee.
If there is no Reddit post, make a thread in Bug Reports. Sometimes, Cryptic employees will post in Bug Reports.
Finally, get a Reddit account and start a topic in the sto Reddit. That will certainly get a Cryptic employee response, especially if you put in screen-caps of the issue.

Maybe I should get a Reddit account, yes; but I always feel annoyed they can't be bothered to be active here: you know, on the official STO forums. But way it is is the way it is, I suppose.
When the server is back up, I'll do some testing myself (it may be, for instance, the HW won't fire when no other wep is firing; see Sauria's test). If it won't fire with even 1 other wep, I'll open that Reddit account.

Just because they don't post here does not mean they are not lurking.
I was just pointing out the steps involved if you wanted one to actually post.

I tried both, actually. First with all weapons firing (including a Kelvin torp launcher on auto-fire) and when I noticed it may not do any damage since the dmg floaters didn't show numbers matching its output, I tried with the HW only to get confirmation.

Okay, thx. Guess I'll go make that Reddit account then.
I have gotten yelled at by people over there when I dared mention that why aren't the Devs discussing this on the official Forums. 'Oh, the Elite are here, the movers and shakers are here', and all that hooey.
'But to be logical is not to be right', and 'nothing' on God's earth could ever 'make it' right!'

I just posted in Reddit. Hope we will get a fix soon. After some more testing I can also confirm that this weapon does no damage at all.
Usually they're quick to react when something is clearly broken...
lol
what game are you playing?
They are ONLY quick to act when something gives players more dil or other resources than intended.
Heck they will bring down the game for an emergency patch.
bugs will be fixed when it's fixed in their que of fixes... and yes some "newer" bugs may get a higher priority than old existing bugs.
it's not the 1st time stuff gets broken when they change the name of an item/ability in game. it'll get fixed, in the fullness of time. thou it may trigger them to take a closer look at the item/ability and decide to "adjust it" to be more inline with their expectations.
Well, if it's a bug, please make a Bug Report in the appropriate subforum.

Well that's monumentally vague. Care to clarify?

^this. Details and numbers would be very welcome to give a better idea of the damage done to the item.
EDIT: OK, so after checking on Tribble, the game is telling me my damage dropped to about 7,000 proton damage... from 8,000. Meh.

I am not sure they check General Discussion for bugs at all.
