It just started for me. I was on earlier, left, came back, started the game from steam. Launcher opens, says patching & does nothing. I can't help, but sometimes it is good to know you aren't the only one.
Its doing this for me almost every day, I have to let it sit for about an hour before it does anything. That plus the insane levels of rubberbanding and lag make it impossible to play. I still need to manage my fleet so I HAVE to log in. Wish I could just manage the fleet through a web browser interface... wait we used to have that, it was called GATEWAY, until they canned it... after they never ever gave it any love.
Update: got it to continue patching. There was a SECOND spawned process for STO. Killed it and reopened the launcher/patcher and it continued as expected.
If my launcher stops patching. I turn the computer off at the surge suppressor. Turn it back on and turn the launcher on. Patch resumes with no problems

I went to Steam, clicked Play Game, and now it's patching. I think ARC is the issue. Of course, I have a LOT to install. I'll report back if this actually works to the point I can get into the game.
I am on a new computer and tried to reinstall STO. Unfortunately I'm using ARC. ARC installs just fine. STO launcher just stays stuck at "Patching" and doesn't do anything.
Edit: Like hackerssuck, I installed via Steam, the launcher from there installed and patched the game perfectly from there, and I am back in the game.
