Anything past the daily bonus package can be inefficient so hitting a choice mark package reward like from a red alert or the current Arena of Sompek are decent methods. After the daily bonus, I'd suggest the Badlands battlezone or even more red alerts. Without the daily bonus the marks are kind of paltry, but the Badlands is always on and you don't have to wait for any queues to fill up.
The rep's elite ground queue pays out very nicely (150+ without daily bonus) but requires a team knowimg what they do otherwise it'll be a painfully dragged out experience. The final part of the mission is broken, flooding the map with faulty scaling mobs. If the team is good the whole thing can be over rather quickly for a lot of marks and elite mats.

I concur with this. Last year when the Temporal rep was new, I ran Miner Instabilities on Elite over and over, getting over 200 marks a day (for the daily bonus), and 150 all other runs. Fully geared my temporal toon quickly that way. You want to be proficient at using heals, though, as it can be tough on Elite.
The biggest trouble you might have today is getting the que to pop, since ques tend to die out after the newness of their respective reps wear off...
Don't let them promote you. Don't let them transfer you. Don't let them do anything that takes you off the bridge of that ship, because while you're there... you can make a difference.

Assuming your character does not have ultra rare Mk XIV ground gear and you have never played Miner Instabilities before, I recommend you play the normal version of it and not elite. Actually, even if you have epic Mk XIV and you are an extremely skilled ground player I would still recommend playing the Miner Instabilities Normal before attempting Elite so that you can learn what to do.
In the normal version all the players can exit the initial miner camp through either the south or west entrances to an kill all the enemies. In Elite the team must split up into teams of 2 and 3 for the south and west entrances. That is because you need to protect the Gorn who will eventually bash open south and west gates you must past through. Fail to keep the Gorn alive and the elite mission fails.
Miner Instabilities is one of the more difficult elite missions. The Brotherhood of the Sword Elite (for Iconian Datacores) is a cakewalk compared to Miner Instabilities Elite.

Aye, there's the rub, and why I suggested the Badlands and the daily bonused choice of mark boxes from red alerts. I tried the temporal space queues when they first came out and would pop but ended up enjoying the battlezone more. Days of Doom was okay but PUGging The Battle of Procyon really frustrated me with the lack of teamwork and loss of potential marks.
The way I grind Temporal Marks is to go to the Badlands and find one of the points with the portal generators to shut down. Compared to all the other points you could be doing, those are fairly easy to do even if you're squishy and takes much less time than any of the others. If you need the elite marks, though, you're going to have to go in there when there's 11 to 15 other players present who are clearing the map to get to the bases sequence. That can be a bit trickier. Be prepared to change layers (provided there's another, fuller layer to change to).
