These consoles do WAY too much damage that appears to be unresisted and stack with powers that completely destroys targets in PvP. At some point, the damage was buffed and now people abuse and exploit it by stacking multiple copies of it just for the proc and purposefully use only abilities that trigger it. It is also triggering on console abilities or set abilities. The amount of damage is 20k to the hull per proc regardless of resistances! Many times this can hit 3-4 times when triggered. This is way too much damage for most ships to take in a blink of an eye.
If the goal was to buff its damage, then maybe a lockout for a few moments would be in order for that proc or if that wasn't the intent then lower the actual damage output for these consoles.

I fly a sci ship with 4 of them (@ 400 EPG and 100 aux or 23k per proc) ..And I PVP..High lvl PVPers just look down their nose at me when these hit them for 5k AFTER resistances.
Keep in Mind:
The consoles themselves max out at +25 [Science something] which means per console your taking a hit of -17.5 for every console that is not a standard sci console..
They Cant Crit (Fixed 0% crit chance)
There are only 2 science abilities that even go to every 15 seconds (1 is temporal)
My Testing has shown they do not trigger (on a single ability activation only) all consoles..That requires hitting all your sci abilities..which has its own problems if your opponent resistant all your proc..now you aint got nothing to fight with (sic ability wise)
They are Resistible (as they are an Energy type)..But if your caught in a Tykens (Or the team is debuffing you)..that makes resisting them kinda hard..
The change Cryptic made to these was 2 main things:
1.) They Opened them up to just about all EPG abilities including consoles. Previously they were restricted to mainly Drain..
2.) They NearlyTripled the damage of the proc..Which might have been less noticeable if nearly every sci ability/console didnt proc them..
Maybe if they went back to their original damage numbers (like 8k max vs 20k +) but make them unresistable we'd hear about them less in PVP circles but still be useful in PVE
