  Hmm was it on pc if so then that tells me it's just a glitch on the Xbox then and will have to post a message in the bug report area

  On the PC. When I started that portion of the Mission, Shoen was already checked off as done. Go talk to him, there should be an option for something like 'Do you still need help' and you can get them anyway.
  
  I ended up doing the three Doff Missions twice as the Kanar Optional was bugged so I beamed out and needed to do the Diplomatic stuff again, so I did the Optionals as I wanted the Commendation XP on that Character.
