Admiralty System

So, I just ran Tour of Duty #9 with a 98% chance of success (seemed like reasonable odds) and failed. My two questions are:
1: Do you always fail an admiralty mission when you drop below 100%? It seems so.
2: If you fail a "Tour of Duty", does that mission come back for you to try again, or do you lose it forever?
His methods have become unsound.

    1. No, you can succeed if below 100%
    2. It comes back eventually

    Sounds like you just had really bad luck on that one, as I've had plenty go through even at lower percentages than that. As tmghost said, it will come back around eventually, though it is random and might take a while to cycle back.

    The mission reappeared tonight. I am having some pretty bad luck with 80-99% success rate attempts, though. Oh, well.

    Is there a cap on unused pass tokens ?

    To @skullblits#4627 , the Tour of Duty missions are a chain of missions in the Admiralty system, you can run one daily a day (they are framed in yellow). After completing the chain (10 missions), you are awarded with either 1 spec point (Fed chain), (Approx 30000 unrefined dilithium (Klingon chain) or some tech upgrades (Romulan chain). As far as I know, the daily chain still progresses even if you fail the early missions, but you HAVE TO pass the final 10/10 mission.

    So there's 10 missions between each ToD level mission ? All my toons are stuck at 50% to completion, and the admirality points stop awarding, so I am desperate to unbury the next 'level up' mission.

    The ToD missions appear randomly. On one of my characters I did not receive my first Fed ToD mission until after I maxed out the Fed campaign (200k XP).

    If you are trying to get to the ToD missions, you have to just wade through the others (or pass) till they show up. Stick to one set (like KDF if you want DIL) and just start missions there. By doing 8 there you have a decent chance it will pop up. If you do 8 and then it shows up, if you can get it up to the 3 active missions, it will stay there till you can get to it. The ones in queue below reshuffle when you log off.

    Personally, I start in the KDF section, run the easy missions to save my good ships (and if you can crit the easy ones, you get pass tokens frequently:2 ships + a 5xCrit shuttle will get you to 75% crit chance) for the hard missions. Most days I'll see the KDF ToD and will still have space to go to the Fed one and hope to see it's ToD. Some days I get neither; other days I get both. Having passes helps. One or 2 passes really seems to help you get to the ToD ones.

    The Phoenix Pack tech upgrades you can get mostly negate the need to do the Romulan ToD for tech upgrades, imo.
    Sometimes I think I play STO just to have something to complain about on the forums.

    The Admiralty has become my goto for Dil. Yeah, I already know the BZ's pay out more Dil in less time. But my game time is limited these days due to work constraints and attempting to run/build up a Fleet on top of this. Much as I might like to wander around swatting dinos with frikkin' lasers on their frikkin' heads, I do not have the time.
