Speaking exclusively of the Miranda Class ship you start out with, it's turn rate seems sluggish to put it politely. When fighting the Klingon ships that ambush you during the space part of the tutorial mission, your ship seems to move like a snail when trying to maneuver to get the enemy ships in your field of view. I should note that I have set the camera mode to chase camera so it is always directly behind my ship. I found free camera mode disorienting when in combat. Having the camera remain in the same spot relative to the ship seemed OK at first, but it became a problem when I started fighting in earnest, I couldn't see where the Klingon ships were in the game field and moving the camera around to locate them just made the experience worse.
Keeping the camera in a fixed spot directly behind the ship solved the disorientation problem and allowed me to use the mini-map to keep tabs on the enemy ships. However turning to get them into my field of view seemed to take too long, the ship turns way too slowly.

RCS Accelerators will improve the base turn rate of your ship based on a specific percentage depending on the the mark level of the gear as well as the quality of the gear. By the end of the tutorial you should be level 10 and get promoted to Lt. Commander. At that point you can start using Mk IV gear.
You will have to buy the RCS Accelerator from the Exchange assuming up to a Mk IV version is available and you can afford to purchase it. A common (white) RCS Accelerator Mk IV can improve your base turn rate by 12.5%. That means if placed on the Miranda the turn rate will improve from 11.4 to 12.8. That assumes you have 50 power devoted to engines and nothing else that affects the ship's turn rate (like impulse engines or the Impulse Expertise skill). Above 50 engine can slightly improve turn rate. Below 50 engine power can slightly make the turn rate worse.
Impulse engines with the [Turn] mod can slightly improve your turn rate.
To piggy back on this, at max level you have access to higher mark RCS consoles, and stacking several of them can give even the most sluggish cruiser a decent turn rate, though the larger the ship the more it will sort of "drift" through the turns
