I just finished marauding rank 4 and I picked the wrong Boff if I dismiss him will I be able to go back and get a different Boff? Since I'm only allowed to have one?
This didn't use to work at least in my experience, which was quite a bit of time back. The Android can be dismissed and reclaimed (again IME from a bit of time back), but not the one from marauding.
Don't know if it its a bug or not, or if it's a matter of the game being inconsistent in behavior. Cryptic's list of published 'known issues' is a joke.
there was a patch notes a while back that said you could dismiss and get again... course I have never tested it... I would assume that Cryptic doesnt test either ;p
so, yes. you "should" be able to. if not try zoning and coming back and see if it works... if not bug it and hope they fix. maybe they broke it with a subsequent patch.

this is the answer right here. Most problems with STO are solved by turning off and then either turning right back on or leaving it off until your issue is patched.

That's what people are claiming. It didn't work for me some months back, but some are claiming its fixed now.
But personally I don't trust the bugs in this game, nor Cryptic's ability to fix them and keep them fix. Cryptic has claimed many times to fix the power tray, but stuff drops off it for me. Traits still unslot.
I'd only take the risk here if one has no use for the current BOFF, not just if they want another slightly more (or in my case, would like to adjust where they are standing in the login screen which seems drive by the time they were acquired).
I don't think that until the recent addition allowing you to change Boff you were supposed to be able to do that. It wasn't a bug if you couldn't change or replace it after discharging the old one, it was just a silly decision.
I do have a problem with my traits unslotting. At least on my RomBorg. I'll have to check again when I can get in the game to see if it's still happening.
Now a LTS and loving it.
Just because you spend money on this game, it does not entitle you to be a jerk if things don't go your way.

But for me, this is a reoccurring problem that has never gone away. Nor did the "2 loadout workaround" solve the problem, in fact it often made it worse.

Almost, but not quite. There *is* still a glitch. I have three set clickables (MACO space - Heavy Graviton Beam & Borg - Tractor Beam) that still occasionally get removed from my power trays. I'm of the opinion that it's actually an equipment issue, with all of the set gear not being registered correctly when the power tray is loaded. But my other BOff and console power tray items have been much better since Cryptic's last fix thank the maker. Since I hardly use 'em it's not a huge loss jumping straight into combat, unlike the frequency in which it happened before with a swap of almost all the abilities.
Count me in as one of those having had "fun" with the power trays recently, especially in space. Some abilities disappeared or moved (mostly device bounds like Temp Negotiator or Delta Reinforcement/Nimbus Distress), some appeared (usually weapons and space emotes I once bought for leftover winter currency). On ground I got passives appearing in the tray.
I am still not sure, but I have the feeling it was a one time occasion for every loadout and doesn't reappear after setting it up again. However, trying to "reaload" a loadout completely messes everything up. So right now, my semi-educated guess would be that one update screwed this up but the system itself runs stable now. My other theory is that sometimes abilities you completely un-tray want to reappear, so I make sure that I'll push every ability into some place I don't use instead of discarding it.

Here's the thing about loadouts. "Working" or not working, it's a completely useless feature. It's been broken so many times and in so many ways that you can't trust it so what's the point of having it if you have to double check everything to make absolutely sure that it's properly set up? I always setup my build manually because of that.
When you see "TRIBBLE" in my posts, it's because I manually typed "TRIBBLE" and censored myself.

I find that many non-tray related changes on my character (new boff, removing an unused boff, new trait, remove unused ship, just about anything) kicks off a series of tray problems. Typically along with traits unslotting at the same time but I do get just one or the other.
Things eventually settle down, until the next non-tray related change that is.
After the recent Marauding BOFF fix, I tried to reclaim the BOFF, but was unsuccessful. I haven't tried since, but maybe something has changed.
As for Power Trays, the biggest problem I have is the Ship Emotes automatically slotting themselves into any available slot every time I change maps.
